The Portal of Transparència of local entities in Catalonia, offered by the AOC Consortium and carried out with the collaboration of the Generalitat, the Provincial Councils and municipal entities, allows the information to be publicized to be organized and classified in two ways, with the aim that citizens can access the information in an easy and intuitive way and thus comply with articles 6.1.c and 6.1.d of the Law on Transparència:
- Classification by thematic areas: This first option has been agreed with the four Provincial Councils. It is the proposal for structuring and classifying the information that will appear in the first version of the Portal of Transparència for local entities.
- Documentary classification table: This second option, which will be operational in a future version, will allow the information to be structured and presented following the leaderboard model for the municipal documentation that is being prepared by different professionals from different archives in the local world, under the coordination of the General Sub-Directorate of Archives and Museums and with the collaboration of the Consortium of Open Administration of Catalonia.
This leaderboard model it will be available at the end of the year and, as mentioned, will be put up for public consultation to gather the opinions of the group of archivists so that they can make their contributions and suggestions that they deem relevant.
It is true that there are local entities that already have their own document classification table, but there are others, especially smaller municipalities, that do not have one and we believe that having a common and shared classification table is a key and strategic element to guarantee the confluence between document management and transparència , as well as guaranteeing a homogeneous consultation and recovery of the documents generated by the administration by citizens.
In our opinion, if we want to make it easier for citizens to retrieve, consult and access information from the portal transparència In a clear and intuitive way, we believe that it is better for the administration to provide common and interoperable instruments such as a common classification table, given that it allows the role of archives and document management to be strengthened, and for this reason, from the AOC Consortium we support and defend corporate projects like this.
