Analysis of e-NOTUM service usage data during 2014

The e-NOTUM is the service of the AOC Consortium that allows notifications of administrative acts (resolutions, decrees, notifications for contracting, notifications of traffic sanctions, calls for collegiate bodies, etc.) and communications by electronic means, with all the guarantees established by current regulations.

The following are the consumptions of the e-NOTUM service notifications and communications which have been done throughout 2014. We have differentiated two areas of entities:

  • Generalitat de Catalunya
  • Local world and other entities: town halls, county councils, universities and other entities.

Regarding the number of notifications generated by the Catalan public administration, it must be said that 64% has been generated by the Generalitat de Catalunya (156.382 notifications):

Regarding the acceptance of notifications or access to the content of the notification, we see that for now access to notification with certificate predominates. However, for notifications that can be accessed with a password, it seems that in the area of ​​the local world and other entities, there is a better acceptance for this system (16% compared to 6% of the Generalitat de Catalunya).

 

enotum_table3With regard to rejected notifications, it is necessary to analyze what the rejection is like. The first fact we can extract is that approximately half of the notifications are accepted and the other half are rejected. Regarding how notifications are rejected, the rejection made by the citizen explicitly is residual, almost 0.

 

On the other hand, of the notifications that expire their term, and that therefore the e-NOTUM “rejects” them, we have two clearly differentiated behaviors on the part of the citizen / company:

  • Users who No. have accessed the notification service (68% and 91% for the Generalitat de Catalunya and Món local and others, respectively).
  • Users who yes have accessed the notification service, but have not accepted / accessed the content of the notification (32% and 9% for Generalitat de Catalunya and Món local and others). We note that when the notification comes from the Generalitat, the citizen / company is almost 4 times more "curious" than if the notification comes from the local world or other entities:

Regarding the consumption of e-NOTUM service communications which have been made by different bodies throughout 2014 (town councils, county councils, universities and other bodies):

It must be said that for this modality, access is better than in the case of notifications (52.08%), and it is observed that the interest shown by the user to go to the platform and see what it is received is much better than in notifications.
