How will you know the Law 25/2013 of Promotion of the Electronic Invoice and Creation of the Accounting Register of Invoices in the Public Sector establishes the obligation from January 15, 2015 that companies providing services to the public sector send their invoices in electronic format.
Potentially, it is estimated that each electronic invoice will amount to one saving of 3,48 euros, which would mean, only in the case of the General State Administration, a saving of 5,5 million euros per year. This is a great saving and for this reason, regulations have been developed for more than a decade to provide the electronic invoice with a full legal guarantee and equate it to the paper invoice. With Law 25/2013, the electronic invoice must be complied with and the Administration seeks with it a double objective: to speed up the payment of suppliers and to improve the costs of the invoicing process.
In order to comply with the Law, administrations must be in a position to receive invoices before 15 January next year and to do so they must determine a single point of entry for invoices.
In this sense, the Generalitat of Catalonia signed on September 15 one agreement with the General State Administration adhering to the general entry point of electronic invoices of the General State Administration (FACE)The agreement, following the provisions of the aforementioned Law, assigns the AOC's electronic invoice service, eFACT, as a general entry point for e-invoices from the entire public sector of the Catalan administrations.
In this sense and in order to specify these points, one will be signed agreement between the General State Administration and the AOC to convert e.FACT and FACe into invoice exchange points. On the other hand, we would like to inform you that we have been working for weeks on the technical integration of the solution in order to make it available to you as soon as possible.
Likewise, and with regard to the automatic accession to the platform 'Start in 3', according to the same reference we made, the aaccession of the Generalitat de Catalunya to this electronic platform for information exchange and the determination that the adhesion of the Catalan public entities to the initiatives of electronic processing of business activities of the AOC and to the Single Business Window of the Generalitat, fulfill the obligations with respect to 'Emprende en 3'.
In this sense, the electronic processing of business activities is done through e-TRAM service which currently has a set of electronic forms for processing business activities, including both the responsible declaration and the previous communication. This agreement envisages that e-TRAM will carry out the functions of the 'Emprende en 3' platform in Catalonia, taking advantage of the synergy that is being used by more than 800 Catalan public bodies.
