The Sectorial Commission of Information and Communications Technologies of the Conference of Rectors of Spanish Universities (CRUE-TIC) published one last June guide which aims to promote and facilitate the application of the principles of open government in universities.
The document describes the points that need to be addressed in the implementation of such an initiative, with the aim of contributing to the construction of an open university of the XNUMXst century.
In this way, the paper offers a general introduction to the culture of open data, taking a tour of the different concepts and their foundations, and includes a list of the most common data published by academic institutions on an international scale. Based on these, it analyzes the technological solutions and describes some basic orientative infrastructures (metadata structures, formats, frameworks, etc). The document also includes examples of opening initiatives of 6 Spanish universities: Pablo d'Olavide University, Pompeu Fabra University, University of Alicante, Jaume I University, University of León and University of Granada.
In addition, it promotes the institutional adoption of policies that set the direction and scope of initiatives by proposing a series of basic formulations of these policies and assuming the decalogue of good practices in data openness created in the Open Data Day in the Basque Country, held in 2012.
