IMPROVEMENT # 2: New design and usability improvements

The new version of e-TRAM improves substantially in appearance and global usability by integrating much more with the image of the Electronic Headquarters service (SEU-e).
Other improvements that can be seen are: a more agile and printable description of the catalog of procedures; a friendlier form environment with the possibility of accessing a printable version without the use of a digital certificate, or, finally, of a more technical nature, new customizable CSS for each entity.
