El Decree 3/2013, of January 24, in force since 31 January 2013, creates the Electronic Invoicing Platform of the Administration of Castilla y León, and regulates its legal regime and uniform technical conditions in the issuance and sending of electronic invoices.
Order HAC / 142/2013 develops the registration in the Register of the Electronic Invoicing Platform distinguishing between the mandatory registrations, provided for in article 4 of Decree 3/2013, of 24 January, of the employers and professionals awarded the contracts and who must practice the corresponding contracting body, of the voluntary registrations in which the documentation accrediting the personality and capacity to act will have to be contributed.
The Order differentiates between the representative as a natural person registered in the registration entry, who must document his / her power to represent the legal person or, if applicable, the natural person, and the users of the Platform, who under the responsibility of the representative will be registered in the Register and will be empowered to send electronic invoices through the Platform. It also establishes the services that in any case will be presented through the Platform, the cancellation of registrations, among others and with regard to the format of invoices, the Electronic Invoicing Platform will ensure the convertibility and compatibility of the format established and its evolutionary.
