The Internet has changed the rules of the game in the world, which is moving towards a 2.0 world, although the Public Administrations in Spain are reluctant to see it or, at least, to accept it. The administration is largely closed to social media, but it's only a matter of time. The reasons for being on social media are so many, so powerful, so profitable and so unstoppable, that they will end up imposing themselves on the Administrations, as they are imposing themselves in the world. They will even eventually transform administrative structures, dynamics and procedures.
