In the field of electronic procurement, the AOC Consortium promotes the use of the Public Procurement Services Platform of Catalonia (PSCP), an initiative created and developed by the Department of the Presidency and the Department of Economy and Knowledge of the Generalitat de Catalonia. The AOC Consortium is responsible for promoting and managing this service for local administrations and universities in Catalonia.
These departments and the AOC Consortium are working together to offer an increasingly complete solution to the needs of local bodies with the aim of helping them to comply with the regulations governing the field of public procurement and generate opportunities. of improving efficiencies and savings. The e-Contracting service includes three modules: contractor profile, e-Bidding and electronic auction.
The contractor profile allows to create a unique space of global and integrated information for the diffusion of the information of the contractual activity of each one of the public administrations adhered to the service and of diffusion of the corresponding profiles of contractor of his organs of contracting. The next version (in production on May 21 this year) has incorporated a new feature that facilitates the publication of property contracts, within the type of contracts, as requested by some local bodies.
This service is currently used by more than 800 public bodies in Catalonia, of which about 550 are local bodies.
Integration of file managers with the contractor profile
To facilitate the publication of the contractor profile in organizations with a large volume of tenders, the AOC Consortium offers the possibility of integration with electronic file management applications. At the moment there are already several entities that are in the process of integration. Specifically, they are the Rovira i Virgili University, the University of Girona, the City Council of Santa Coloma de Gramenet and the City Council of Sant Just Desvern.
Archive of contractor profile documents
Soon, the documents published in the contractor profile that correspond to closed files will be migrated to the iArxiu platform, to guarantee their durability and improve the platform's performance. The documents may be retrieved at any time, upon request to the AOC Consortium.
The electronic auction is an interactive bidding selection mechanism that has an electronic automatic evaluation device that can be used for any procurement procedure in which it is appropriate. For a few months now, the electronic auction has been used by the Generalitat de Catalunya and is now available to local administrations.
Since the launch of this service, a total of 73 auctions have been held, mainly in the fields of energy, paper and furniture. The local bodies that have used this service have been Barcelona City Council and Girona City Council.
- e-Bidding: the electronic submission of bids
The e-Tender service allows the electronic submission of bids for any type of tender. Electronic bidding is now available for minor contracts, negotiated without advertising and contracts derived from framework agreements.
On the other hand, the system of electronic submission of tenders for open procedures (the so-called digital envelope) is developed and in the final phase of verification. This solution will allow the bidder to "close" his proposal and present it to the contracting body, with the security of availability, integrity and confidentiality of the information presented.
e-Contracting: a service that is improving every day
E-Procurement services offer local administrations and other entities a complete package of services in the field of administrative procurement by electronic means, which are in a process of continuous improvement to respond to legal obligations, improve the efficiency of the Catalan public sector and generate savings opportunities.
