The managing director of the AOC Consortium was interviewed on the occasion of the success of the conference “Electronic notification: a measure for efficiency in times of crisis” held at the beginning of July at CosmoCaixa in Barcelona.
According to Olivares, the large attendance of the public made it clear that electronic notification generates high expectations as it is seen directly as a measure of efficiency. “It is a great opportunity to save in the current times as the electronic notification improves the efficiency. It is logical that public administrations should be concerned about that. " In this sense, some administrations are already regulating their compulsory nature (Tax Agency, Traffic, etc.) by establishing electronic as the only channel (and, as a result, the notification phase is electronic).
From a legal point of view, Olivares stressed that " the important challenge is the consent of the citizen. Getting the citizen to have access to electronic notification is one of the most important elements of legal relevance so that it can have the administrative effects that it must have ”.
Regarding e-NOTUM, the AOC Consortium's electronic notification service, the managing director explained that they use a “completion” strategy regarding access to the service, either through web services or through screens placed on the extranet open to the public sector (EACAT) so that smaller organizations that cannot consume web services can enter notifications through a human interface. The managing director highlighted that this year the AOC Consortium wants to introduce an innovation in the system: until now, notification was only done through an electronic signature and “now we will do it with access through a single-use password that will facilitate the penetration of the notification to citizens as it will make it more usable and flexible. Users have told us that this will cause use to increase progressively”.
Joan A. Olivares ended the interview by emphasizing that In times of crisis, the construction of global e-government for a general citizen with multiple needs must focus on efficiency, locate the most efficient projects from the point of view of economic savings and find the measures in those that the use of electronic means can facilitate the development of economic activity. "I think we need to focus and this will also be demonstrated by the contribution of e-government in these times."
