AOC Support advances towards a digital support and training model: 2025 review
This new service, currently under development, will be carried out in successive phases and will be offered through the extranet of the Catalan public administrations, EACAT. The last phase is scheduled for 2011.
The service must allow, among other things:
The management of collegiate bodies with the definition of their corresponding bodies, member users and singular positions.
The management and publication of the meeting notices 100% electronically with the use of electronic signature and electronic notification.
The definition of the agenda of the meetings and the information on the subjects listed therein, available to the members with the corresponding attached documents and acknowledgments of receipt.
The registration and maintenance of an indeterminate number of collegiate bodies.
Retrieve and offer the information available on the EACAT portal regarding the users and positions of the member bodies.
Make the specification of the commission's individual positions among member users as well as the order of appointment.
To record the justified causes of the replacements of the titular members of the collegiate body.
The convening of ordinary and extraordinary sessions, defining, among others, the date, time, place and description of the session, the attending members, the delegation of attendees and the votes and the annex of the corresponding documents with the agenda that will indicate the matters to be discussed, as well as the drafts of the minutes of previous sessions that must be approved in the session.
The convening of the session by the president through the use of an electronic signature and once published, the introduction of addenda must be allowed.
The electronic notification of the call, the agenda and the drafts of the minutes of previous sessions to those users who expressly give their consent to be notified electronically.
Accreditation of the date and time of making the call available to interested parties through notification and access to its content by them, so that the service can manage and control the corresponding deadlines.
The integration with file managers and the e-NOTUM service of the AOC Consortium.
The service will implement the policies and security measures necessary to control at all times who is allowed access to the calls and associated documents by defining an access regime based on the type of user and their profile.
In other words, the service will guarantee that only those users who have the relevant permissions can perform operations related to the documents and/or contents, regulating who is allowed access to the service and under what circumstances.
The contents and documents will be archived in media that ensure all guarantees of authenticity and preservation.
The participants of the working group are the Palafrugell and Banyoles Town Councils, the regional councils of Bages, Alt Empordà, Maresme and Vallès Oriental, the General Directorate of Heritage, the General Directorate of Local Administrations and the AOC Consortium itself. Subsequently, from December 2010, all of these will become service pilots.
