At the end of last year, we published a news item in which we reported on a study of our own that tried to show thestate in which were different aspects related to the electronic Administration in the Catalan city councils. A few months later, we believed interessant review the evolution of these same aspects by adding others that we believe complement the scenario of some of the obligations derived from current legislation on the matter.
Our aim is, first of all, to analyze how the implementation of e-government services in Catalan councils is evolving, but also to obtain clues as to which areas are the most difficult to implement and, consequently, to try to provide, if possible from the AOC Consortium, solutions that support or facilitate the necessary transformation of public services.

Evolution
From this second analysis we can draw the following conclusions:
Regarding the information offered by the councils from their websites:

The number of municipalities with a website has increased slightly (937), although there are still 7 that do not have one.

Only 53 municipalities explicitly offer their catalog of services.

Despite the increase compared to December (from 6 to 14) there are still few councils that have e-headquarters, one of the key elements in current regulations.

708 Catalan city councils, which represent 74,8% of the total, report on their contractual activity through the profile of the contractor. This is an increase of 6,7% over the previous analysis.

Almost half of the Catalan city councils (44,9%) offer cartographic information on their website. The percentage drops to 14,1% when it comes to publishing the cartography of its urbanism.

About half of the municipalities (478, 50,5%) have a search engine that facilitates access to web content.
Regarding procedures:

The number of Catalan city councils is increasing, offering the public the possibility of carrying out online procedures. There are currently 718 municipalities, representing 75,9% of the total, an increase of 2,1% over the previous analysis. In this sense, 599, 63,3% of the city councils, offer the generic instance in their catalog.

Even with very discreet results, some councils use notifications by electronic means (17 councils, 1,8% of the total) and agree to receive electronic invoices (23 councils, which represent 2,4% of the total municipalities)
With regard to the exchange of data between administrations, one of the main axes on which the new e-government model is based:

Although 707 Catalan town councils are already offering data from their municipal population register, only 87 town councils consult data from other administrations electronically, which representa 9,2% of the total.
Finally comment that:

12 municipalities are T-CAT registration entities and 106 areidCAT.

Only 9 municipalities use cartographic information in their internal management, which representa around 1% of the total.

Methodological note: The study was carried out during the period from 3 to 14 May 2010 by the staff of the Technical Office of the AOC Consortium on the basis of an exploitation of the information contained in the Search Engine database and by means of analysis. of the websites of the 946 Catalan city councils. The result of this analysis has been compared with the technical staff of the county councils, in accordance with the collaboration agreement that exists between the councils and the AOC Consortium.
