On Wednesday, November 19, the V Conference on Electronic Signatures that put on the table the experiences of the pioneering projects in the implantation of the electronic signature in the public Administration.
At the Fourth Electronic Signature Conference held a year ago, the firsteres assessments on the impact that Law 11/2007 on electronic access for citizens to public services would have on promoting the digitalisation of society. In the fifth edition, the more than 900 attendees had the opportunity to hear the experiences of pioneering projects in the use of e-signatures. A progressive implementation that should end in January 2010, when the Law that guarantees electronic access to public administrations comes into force.
El program of the V Conference it revolved around two conceptual lines, on which there were conferences and case studies in both the public and private spheres: the electronic signature in the management processes and the electronic signature in the life cycle of electronic documents.
Among the set of conferences related to the use of e-signature in management processes, the session on automated administrative action highlighted which administrative acts could be automated without reservations under the auspices of the which establishes Law 11/2007 such as the digitization of documents on paper or the generation of electronic copies; and the session on electronic invoicing, in which tools and services were presented that facilitate both the generation and exchange of invoices.
On the other hand, during these two days of the Conference, the debate on the use of electronic signatures in the life cycle of electronic documents was also opened and the use of open document formats was considered essential to guarantee the access to information, beyond the tools and applications that allow you to view and manipulate a specific format.
The inauguration of the V Conference of Electronic Signature was chaired by Pere Navarro, president of Localret and mayor of Terrassa. Also present were the Secretary of Administration and Civil Service and President of CATCert, Mª Teresin Aragonese, the fourth deputy mayor of Barcelona City Council, Ramon García-Bragado and the managing director of the AOC Consortium, Joan A. Olivares and the director of CATCert, Francis Oliveras. The inaugural conference, entitled 'The citizen as the holder of the right to access electronic services electronically', was given by Dr. Tomás de la Quadra Salcedo, Professor of Administrative Law at the Carlos III University of Madrid.
The IV CATCert Awards reward the best electronic signature initiatives
The V Conference of Electronic Signature closed with the delivery of the Awards convened annually the Catalan Certification Agency 'CATCert and that they recognize the effort of organizations in the promotion and use of e-signature. In this year's edition, the Minister of the Interior and President of the AOC Consortium, the Hon. Jordi Ausàs presented the award to the Business and Entities Folder of the Barcelona City Council's Procedures and Services Portal for the great qualitative leap in the improvement of municipal services offered via the Internet to companies and entities of the city of Barcelona.
