The new regulatory bases for subsidies to county councils for assistance in AOC digital services have been published in the DOGC
At a meeting held on Thursday 21 February at the Department of Innovation, Universities and Enterprise (DIUE), the EACAT was presented as a platform for relations between the 13 official Chambers of Commerce, Industry and Navigation of Catalonia, the General Council of Chambers of Catalonia and the Department.
This initiative was born with the intention of incorporating elements of e-government into the relations between these bodies, improving efficiency and effectiveness, establishing a legally secure telematic channel and gradually replacing paper submissions with electronically signed electronic submissions.
Given the advantages of this, the intention of the chambers is to start processing the EACAT's regular budget for 2009. In this first phase, it will also process its settlement and the presentation of the annual accounts. In a second phase, the submissions by EACAT would be associated with the presentation of the extraordinary budgets, their settlement and the applications for approval and authorization.
The event was attended by representatives of all parties involved (the AOC Consortium, the DIUE, the ODAE and, of course, the 13 Chambers of Commerce and the General Council of Chambers of Catalonia) and the agreement to start proceedings for EACAT from September this year.
Necessary conditions to be processed by the EACAT
Rosa M. Garcia-Delgado, head of the area of the Official Chambers of Commerce, Industry and Navigation of Catalonia of the Department, highlighted the great opportunity that EACAT represents for the simplification of shipments. 'We are in good hands,' he said, referring to the experience and support that the chambers will receive from the AOC Consortium throughout the process of adopting EACat as a processing platform.
He also listed the four requirements that the chambers need to process for EACAT: that the president and the secretary have an electronic signature, that the model documents designed for each procedure be used, the membership in the platform and appoint a technical manager in the chamber who will be in charge of managing the EACAT users of your body.
