At a meeting held on Thursday, February 21 at the Department of Innovation, Universities and Business (DIUE), theEACAT as a platform for relations between the 13 official Chambers of Commerce, Industry and Navigation of Catalonia, the General Council of Chambers of Catalonia and the Department.
This initiative was born with the intention of incorporating elements of e-government into the relations between these bodies, improving efficiency and effectiveness, establishing a legally secure telematic channel and gradually replacing paper submissions with electronically signed electronic submissions.
Taking into account the advantages that this entails, the intention of the chambers is to begin processing for theEACAT the ordinary budget for 2009. In this first phase, it will also process its settlement and the presentation of the annual accounts. In a second phase, the submissions by theEACAT they would be associated with the presentation of extraordinary budgets, their settlement and requests for approval and authorization.
The event was attended by representants of all the parties involved (the AOC Consortium, the DIUE, the ODAE and, naturally, the 13 chambers of commerce and the General Council of Chambers of Catalonia) and an agreement was reached to initiate the procedures for EACAT starting in September of this year.
Necessary conditions to process for theEACAT
The head of the area of the Official Chambers of Commerce, Industry and Navigation of Catalonia of the Department, Rosa M. Garcia-Delgado, highlighted the great opportunity that theEACAT for the simplification of submissions. 'We are in good hands', he declared, referring to the experience and support that the chambers will receive from the AOC Consortium throughout the process of adopting theeaCat as a processing platform.
He also listed the four requirements that the chambers need to process for theEACAT: that the president and secretary have an electronic signature, that the model documents designed for each procedure are used, that they join the platform and that a technical manager be appointed in the chamber who will be in charge of managing the users.
