Digital Transformation Module in the Local World: train yourself to lead change
The Councilor for Governance and Public Administrations of the Generalitat de Catalunya Catalonia and president of the Consorci Administración Open Electronica de Catalunya, Xavier Sabaté, the Minister of Public Administrations of the Government of the State (MAP), Jordi Sevilla, and the president of Localret and the mayor of Terrassa, Pere Navarro, signed on October 10 at the Palau de la Generalitat Agreement for the start-up of the change of address communication service. The minister signed the document with the electronic DNI and the councilor and president of Localret with certificates from the Catalan Certification Agency - CATCert.
This collaboration agreement, which entrusts the Open Administration Consortium of Catalonia (Consorci AOC) with the provision of this service to public administrations, is in the area of promotion, development and implementation of online electronic services, for make electronic administration a reality for the benefit of citizens
The change of address service will be carried out electronically and, with a single procedure, databases will be updated of the administrations receiving the change and, in their case, the relevant processing will be initiated and, where appropriate, the renewal of those personal documents that must be updated by regulation.
The service has been technologically developed by AOC Consortia, which will be the borrower in the area of Catalonia. In addition, the adhesion to the service by the town councils of Catalonia will also be done expressly through agreements with the AOC Consortium.
The Catalan administrations have been working on the preparation of this new service for some time. Today, a citizen can notify the change of address at the Citizen Service Offices of the city councils of Barcelona, Terrassa and Sant Cugat. The receiving entities of this communication are currently the State Tax Administration Agency (AEAT) of the General State Administration and the Catalan Health Service (CatSalut) of the Generalitat de Catalunya.
Concerning the CatHealth, the effects of the communication are the updating of the address for future communications (renewal of the health card, health campaigns, etc.), the review of the application for the purposes of recognizing or not the right to recognized health coverage by CatSalut and, if applicable, the assignment of the Primary Care Center (CAP) to the applicant and to the minors who live with them according to the new address of the municipal register of inhabitants. The assignment of the CAP and the communication of personal data to CatSalut will be made within a maximum period of two days from the communication of the address.
Another example of the usefulness of this service is that the AEAT will update the data of the tax address for the applicant, sending him the future communications that he makes (tax data, draft income tax return, identification labels, etc.).
Other Catalan councils are currently in a trial period to join those already mentioned (Sabadell, Mataró, San Feliu del Llobregat, Badalona, '). Equally, all those receiving entities that wish to can be incorporated.
This signing of the agreement will make it possible to deepen the work of the existing working groups (AGE/CAOC) in order to soon add to the communication of change of address to the General Directorate of Police, the General Treasury of the State and the Directorate Traffic General

Currently, around 9% of the Catalan population changes their address every year. With this data, a potential critical user mass of the service is ensured.
The telematic communication service of the change of address is one of the basic services identified in the list of public electronic administration services approved by the member states of the European Union, with the purpose of carrying out measurements and comparisons on electronic administration, within the framework of the e-Europe initiative.
It is a service of integration and transformation of existing public services, which is the maximum level defined by the European Union in the classification of the maturity of public services (see graph).
The final objective is the connection to all the municipal registers of inhabitants, directly to the entity's register or through the deputations.
In the future, it will be studied to open this change of address communication service to organizations in the private sector, such as for example companies supplying water, electricity, telecommunications, insurance, etc.
It is an experience in which public administrations collaborate to make life easier for citizens, even if this means a complication for themselves (additional workload for councils). The three levels of Public Administration are involved (local, regional and state).
The exchanges are done electronically and with all guarantees and security in the transmission of data.
It is a reality, not a project. It can now be done at the Citizen Service Offices of the city councils of Barcelona, Terrassa and Sant Cugat.
The telematic communication service of the change of address is one of the twenty basic services identified in the list of public services of the Electronic Administration approved by the Member States of the European Union, in order to carry out measurements and comparisons on eGovernment, in the framework of the eEurope initiative.
