The AOC participates in the GovTech conference on local innovation at the service of citizens
Seven months after the approval of the ordinance regulating e-government, the results are very positive: the 43% of Barcelona's municipal procedures are already done online. Regarding users, almost 50% of the people who process online are still the managers or intermediaries between the citizen and the Administration and then we find the companies with 34% and finally the citizens with almost 20% of the total. of the procedures.
If the usage figures for the first half of 2006 are projected linearly, the municipal website would end up receiving about 37 million visits, approximately 100.000 a day. If the trend is confirmed, at the end of 2006 a number of procedures will be carried out on the Internet similar to that of the municipal offices and in the case of professionals, the Internet channel would become the preferred one to process.
The Barcelona City Council website offers its users up to 69 procedures, of which, 21 can be completed completely online. These figures represent that 90% of the potential processing volume of the City Council can be done online and 65% can be completed in full.
Regarding the type of visits, three quarters are aimed at the map and street of the city, the real star application of the web. In the section on procedures, the star service is an urban planning application, the Cartographic Information Point (BCNPIC), which allows you to download unidentified topographic, urban and plot maps of the city of Barcelona at various scales. and cadastral identification. This procedure is highly requested by professionals to the point that the website of the College of Industrial Technical Engineers of Barcelona presents the PIC as a resource for its users which can be accessed via the Internet.
A bcn.cat The most requested are the building permit, the self-assessment of capital gains tax, the resources of taxes and fines, the procedures related to registration, residence or cohabitation or the payment of taxes.
In conclusion, e-government services in Barcelona are in a stage of majority adoption among the city's Internet users (who already represent half of the citizens). The adoption of information services via the Internet is very advanced (the fact that it is more than 40% of potential users means that it is reaching the level of "critical mass") and is replacing traditional channels. Therefore, with regard to processing services, the adoption process is at a very advanced stage for groups of companies and professionals (almost 60% are customers) but still reluctant in terms of all citizens in general. .
For its part, the 'Citizen's Folder' on the website of this same body, a service that provides information on tax data and user registration data, in order to make the procedures with the City Council more agile , has received the mention of the Catalan Certification Agency - CATCert to the best initiative of use of the electronic signature in the relations between the public administrations and the citizenship at the XNUMXnd CATCert Awards Ceremony for the best initiatives for the use of electronic signatures in public administrations.
