The Digicanvis Observatory: share and inspire other councils
The distribution of competencies and the organizational structure of our Public Administration very often means that, in order to meet a demand for public services from a citizen, who perceives it as a single service, several bodies from different administrations have to intervene.
The fact is that, when the citizen needs documents and, in general, information from the different administrations to be able to access a certain benefit or service of one of them, redundant data are used and requested, which lead to the sun Requesting a real pilgrimage by the organs of the administrations that participate in the process.
In order to overcome this situation, from the Consortium of Open Electronic Administration of Catalonia (AOC Consortium) we are promoting a wide-ranging system of telematic exchange of data and documentation necessary for the processing of files in order to avoid that citizens, companies and organizations provide, on paper, this information that is already in the possession of administrations or other institutions. All this is due to the lack of interoperability of the information held by the different public administrations.
Thus, the intensive use of ICT and the possibility of integrating the workflows of the different administrative bodies through telematic networks must prevent redundancies and, as an immediate consequence, considerably reduce the response times of the 'Administration.
To make this possible, in addition to technological solutions for connectivity (technical interoperability) and for the recognition and understanding of the exchanged data (semantic interoperability), it is necessary to ensure organizational interoperability based on agreements on this matter that give legal security to data exchanges. and the role that each organization plays in the process.
