The Digicanvis Observatory: share and inspire other councils
The System of Applications and Networks for Administrations (SARA) is a set of technological infrastructures, managed by the Ministry of Public Administrations (MAP), which allows communication between different administrations, serves as a basis for exchange of applications of common use and facilitates the access to sectorial or specific services made available by the different organisms.
The AOC Consortium in relation to SARA acts as a neutral node authorized to offer the Catalan administrations:
Infrastructure services for access to the finalist services offered by the bodies of the General State Administration
Access to data exchange services and telematic certificates such as those of the Tax Agency, Social Security and the verification of identity and residence data that have recently been regulated by ministerial orders.
As an example of the ministerial orders we mentioned in the previous paragraph, we find two at the end of December 2006 which established the configuration, characteristics, requirements and procedures for access to the verification systems of identity data and from residence.
As for the residence data verification system, the order states that the provision of registration certificates may not be required (with the exception of some cases established in Royal Decree 523/2006, of 28 April) in the procedures to be transmitted and resolved by the General State Administration or its affiliated or dependent bodies.
On the other hand, the system that the administrations will use to verify the identity of each citizen implies that, with its entry into force on January 1 this year, citizens no longer need to attach a photocopy of their National Identity Document (DNI) when they go to process with the General State Administration or its linked or dependent bodies nor will foreigners require documents proving their identity.
Therefore, from now on, the person in front of whom the procedure is requested will be the person in charge of check ex officio the identity of the interested party, who must give their consent. The consultation will always be carried out following the legislative framework established by the Organic Law for the Protection of Personal Data.
The entry into force of this system may also have some impact on the protection of the environment as the Government estimates that in the coming years will be phased out the more than four million photocopies that are made each year for procedures with the administration.
