The presentation of the virtual room project took the form of the signing of an agreement between the Consortium for the Open Electronic Administration of Catalonia (AOC Consortium) and the Baix Camp County Council via videoconference.
The Minister of Government and Public Administrations, Xavier Sabaté, presented the electronic signature virtual room project of the Open Administration Consortium of Catalonia (AOC Consortium) which aims to save time and money in administrative processes. Also present at the presentation were the managing director of the AOC Consortium, Joan A. Olivares, the deputy director, Lucio Villasol, and the general director of the Catalan Certification Agency - CATCert, Jordi Masias.
The AOC Consortium and CATCert, a body dependent on the AOC Consortium, have begun work on the electronic signature virtual room project, which has as one of its main consequences the reduction of the duration of the signing processes from two weeks to just ten minutes. . In fact, the Catalan administrations generate more than 90.000 contracts and agreements annually through a process that has an estimated average duration of fifteen days. The virtual electronic signature room that was presented in the assembly hall of the AOC Consortium, must drastically reduce the time of realization.
In short, the main mission of this project is to make available to the Catalan administrations the necessary tools so that they can sign agreements and contracts through the use of electronic signatures and the Internet, without the need for any physical presence, thus facilitating relations between administrations. or between administrations and companies and / or professionals, allowing faster development in the e-government and e-contracting processes with the necessary security and confidentiality measures to ensure their legal validity.
At the same event, the Minister formalized the signing of an agreement between the AOC Consortium and the Baix Camp County Council by videoconference. The document was signed remotely with certificates from the Catalan Certification Agency and by videoconference by the Minister of the Interior and the President of the Baix Camp County Council, Robert Artiga.
As a result of the agreement, the County Council will provide technical assistance services for the promotion and development of the information society in the county councils, especially those with a lower economic and management capacity and, specifically, in relation to the projects and initiatives promoted by the AOC Consortium. This agreement was the 17th technical assistance agreement signed with a county council and the first to be done remotely.
