2023 data available on visits to the AOC-XGOC transparency portals
La Law 19/2014, of December 29, on transparency, access to public information and good governance, obliges local entities to guarantee the transparency of public information, through an integrated information and knowledge system in electronic format. This obligation will take effect from January 1, 2016.
For practical purposes, these bodies can make this information available to the public only through the Portal of Transparency of Catalonia, organized and managed by the Generalitat and regulated in this Law, or through its own transparency space, interconnected with the Transparency Portal.
Currently, the AOC Consortium in collaboration with the Generalitat de Catalunya, Provincial Councils and municipal entities is working on a common transparency solution for local entities, which will be presented next October and will allow you, if you wish, to have a space of transparency specific to your body. We will keep you informed of this solution as we have more specific information.
In this sense, those local bodies that want to create their own transparency space, can choose to choose this solution from the AOC Consortium, or choose other options (market solutions or the solution of the Ministry of Finance and Public Administrations).
In any case, and in connection with this, MINHAP has announced the launch of the “Cloud Transparency Portal Service” created by the MINHAP Directorate of Information and Communications Technologies. It must be said that we have no evidence that this portal allows us to comply with the obligations of Law 19/2014, of 29 December, on transparency, access to public information and good governance, approved by the Parliament of Catalonia, which substantially extends the obligations transparency with respect to state transparency legislation.
